The Emily Carr Branch (formerly Saanich-Victoria) was a BC Centennial project opened in October 1972. The building was designed by Sager & Marshall and constructed by Farmer Construction. It has a total area of 10,332 square feet on two floors. In September 1999 the Branch was renamed after famous artist/author Emily Carr.

The Visiting Library Service for the system is located in the lower level of this Branch. As well, the Shuttle Delivery Service is run out of Emily Carr.
